How to Build a Full-Funnel TikTok Marketing Strategy That Drives Growth

How to Build a Full-Funnel TikTok Marketing Strategy That Drives Growth featured cover image

TikTok has changed quite a bit from the platform brands were experimenting with a few years ago.

TikTok Shop, affiliate programs, paid media, creator content, search, and automated advertising tools have created more ways for brands to reach customers and drive sales. That also means brands have more decisions to make about how each of those pieces fits together.

At Go Fish Digital, we think about TikTok growth across three connected stages: demand generation, demand shaping, and demand capture.

Each stage feeds the next, and the results help inform what the brand does next.

What Is a Full-Funnel TikTok Marketing Strategy?

A full-funnel TikTok marketing strategy connects brand discovery, creator content, paid media, TikTok Shop, and conversion efforts.

TikTok users can discover a product, watch a creator review it, research the brand, encounter another piece of content, and purchase through TikTok Shop. That journey can happen quickly and doesn’t always follow the path marketers are used to seeing on other platforms.

Erica Riordan, Agency Partnerships at TikTok, points to discovery as one of the platform’s biggest differentiators. TikTok reports that 68% of people agree the platform feels unique because of the For You page and its ability to surface products they didn’t previously know about. Users are also 20% more likely to focus solely on TikTok while using it compared with other platforms.

As Riordan explains, “Some people think it’s only upper funnel, some people think it’s only lower funnel, but we are very uniquely positioned to be a full funnel solution.”

For brands, this creates an opportunity to use TikTok throughout the customer journey. Content introduces people to the brand, creators help them understand the product, and paid media and TikTok Shop give them ways to act on that interest.

Why a Conversion-Only TikTok Strategy Can Stall

One of the most common mistakes we see is starting at the bottom of the funnel.

A brand launches conversion campaigns, catalog ads, or TikTok Shop advertising and expects those tools to produce sales indefinitely. Eventually, the audience available to those campaigns starts to become limited.

Lauren Lyster, VP and Head of Social Media at Go Fish Digital, explains it this way, “You cannot continually just fish from the same pond over and over again and not expect that diminishing return.”

Brands need to keep introducing new people to their products so their lower-funnel campaigns have new audiences to convert. Lyster cautions against expecting lower-funnel tools to “carry the role of both demand creation and demand capture.”

TikTok recommends combining performance marketing with upper- and mid-funnel investment. Riordan suggests that even allocating 15-20% of budget toward upper- or mid-funnel activity can help bring new audiences into the funnel.

That investment can give conversion campaigns a larger pool of potential customers who already have some familiarity with the brand or product.

TikTok’s Full-Funnel Growth Model

At Go Fish Digital, our TikTok Growth Framework breaks that process into three stages.

1. Demand Generation

Demand generation is where brands earn attention and introduce themselves to new audiences.

This can happen through organic TikTok content, creators, paid reach campaigns, storytelling, and participation in relevant communities.

At this stage, the brand is building familiarity with the product, problem, or use case. That gives the rest of the TikTok strategy something to build on.

2. Demand Shaping

Demand shaping is where brands start giving that attention more direction.

Most brands already understand that they need content on TikTok. Producing a high volume of content, however, doesn’t guarantee that people will walk away with a clear understanding of the product or why they should care about it.

Cole Mancini, VP of Social Commerce at Go Fish Digital, compares disconnected creator content to confetti:

“It’s kind of just all sprinkling down. It’s not like this directed campaign.”

A demand-shaping strategy establishes the positioning, repeatable messages, creative themes, and product benefits the brand wants its audience to understand.

Creator content, paid media, CRM, Amazon, and other channels can then reinforce those messages.

This becomes particularly important as creator programs grow.

Creators Are Multipliers, Not Magicians

Creator volume alone doesn’t tell you whether a program is working.

If a brand starts scaling an affiliate program before establishing its messaging, each creator is left to interpret the product and value proposition independently.

Mancini describes the role of creators this way, “Creators, they’re our multipliers, they’re not magicians.”

And if the strategy isn’t clear, “If the strategy’s fuzzy, then our creator is just gonna amplify more fuzzy.”

The brand still needs to establish what it wants the audience to understand. Creators bring that message to their own communities and make it relevant to the people who follow them.

This also changes how brands should evaluate creators.

Follower count is one signal, but audience fit, product fit, message fit, engagement quality, and conversion performance can tell you much more.

As Mancini explains, “reach is kind of a vanity metric until it’s pointed at the right person saying the right thing.”

How Should Brands Scale TikTok Creator Content?

Volume still matters on TikTok. The question is how brands build that volume.

A more controlled approach starts by carefully selecting creators, aligning them around the right messages, and generating enough content and transactions to identify patterns.

Brands can then look at which creators are converting, which hooks consistently get attention, and which formats produce results.

Mancini recommends looking at the top 10-20% of creators who are actually converting rather than assuming the creators with the largest followings will produce the strongest results.

Those findings give the brand a clearer direction for its next round of creator outreach and content.

3. Demand Capture

Demand capture is where brands turn what they’ve learned into a more focused conversion strategy.

Once a brand understands which messages, creators, and creative formats are working, paid media can give that content more reach.

This is also where tools like TikTok Shop and GMV Max come into the strategy.

Lucas Sea, Product Strategy and Operations at TikTok, describes GMV Max as an AI-powered TikTok Shop advertising solution designed to maximize GMV through a more holistic approach across paid, organic, and affiliate traffic.

The creative feeding those campaigns matters too.

Lyster explains:

“Really great content does not retire after it’s done its first job organically.”

Content that proves it can earn attention or drive action can move into paid media. “Good content… is not going to get replaced by paid media. If anything, it is going to get promoted to paid media.”

That gives brands a way to use organic and creator performance to inform which creative receives additional investment.

Why Mid-Funnel TikTok Marketing Can Improve Performance

TikTok also sees performance improvements when brands connect mid-funnel activity with conversion campaigns.

For TikTok Shop campaigns using GMV Max, TikTok reports that adding a mid-funnel tactic can produce up to:

  • 42% lower CPA.
  • 32% higher budget utilization.

For web conversion campaigns, TikTok reports approximately:

  • 18% higher blended ROAS.
  • 31% higher budget utilization.

These numbers are useful because they show why TikTok investment should be evaluated across the funnel.

A mid-funnel campaign may not produce the same direct conversion numbers as a performance campaign. Its impact can also show up in the efficiency of the campaigns running further down the funnel.

Where Smart+ Catalog Ads Fit

For eCommerce brands driving shoppers to a website or app, TikTok also offers Smart+ Catalog Ads.

These ads can use video or carousel creative to create a shoppable experience and connect users directly with products.

TikTok reports 1.7x stronger incremental ROAS from catalog ads compared with manually created ads.

For brands with large product catalogs, this gives paid media another way to connect product information, creative, and conversion activity.

A Practical Way to Build a TikTok Growth Strategy

Brands don’t need to launch every TikTok capability at once.

Our framework sequences the work across three phases.

Phase 1: Prove the offer. Start with branded content and paid demand capture. Test messages, products, hooks, and creative approaches to understand what generates action.

Phase 2: Expand creator and affiliate activity. Use those early findings to guide creator selection and content development. This is where brands can begin increasing content volume around the messages showing traction.

Phase 3: Expand full-funnel investment. Bring in broader paid media, continue scaling creator activity, and put more investment behind the strongest organic and creator content.

The results then feed back into the next round of content and media decisions.

Lyster explains: “We want to make sure that every dollar we’re spending is ultimately making the next dollar upstream smarter.”

What Does This Look Like in Practice?

We see this approach play out differently depending on the brand, product, and audience.

For one baby brand in a high-trust category, careful creator selection and multiple videos per sample help generate more than $5.50 in affiliate GMV for every dollar spent.

For a supplement brand, a more intentional sampling and demand-shaping strategy increases affiliate GMV and Shop GMV by more than 60% while using 55 fewer samples.

For a cold-pressed juice brand, strong organic creative moves into the paid ecosystem, helping the brand generate more than $1 million in GMV and 30,000 orders during its first months on TikTok.

Each brand is solving a different problem. The framework gives the team a way to understand what is working and use those findings to decide what to scale.

How Should Brands Measure TikTok Marketing Performance?

TikTok measurement gets more complicated when brands sell in multiple places.

Someone might discover a product on TikTok and eventually purchase through Amazon. Another person might see several TikTok videos, search the brand on Google, visit the website, and convert there.

If TikTok is judged only by transactions attributed directly to the platform, some of that impact can disappear from the analysis.

Lyster explains: “We are never going to judge any one platform based on its strict in-platform impact.”

Direct TikTok metrics, including GMV, CPA, ROAS, engagement, and conversion, are still important. Brands can also look at changes in branded search, Amazon sales, DTC website revenue, retail performance, geo-based incrementality tests, multi-touch attribution, and marketing mix modeling when enough data is available.

For brands without enough volume for a full marketing mix model, comparable geographic test and control groups can help identify incremental impact across other sales channels.

The question Lyster recommends asking is: “What halo effect is TikTok having on your other revenue streams?”

That broader view helps brands understand where TikTok is contributing to revenue, including purchases that ultimately happen somewhere else.

What Should Established Brands Do When Starting on TikTok?

Established brands have useful information to work with from day one.

They may already know which products resonate, which messages convert, which customer problems matter most, and which types of content perform well.

The work then becomes translating those insights into content that fits how people use TikTok.

As Lyster says of established brands entering the platform: “They’re maybe just discovering it in a new place.”

That can mean adapting proven messaging into TikTok-native creative, establishing a TikTok Shop presence where appropriate, developing a creator program, and testing paid amplification.

Brands can use what they already know about their customers while learning how those customers behave differently on TikTok.

Frequently Asked Questions About TikTok Marketing

Is TikTok a full-funnel marketing channel?

TikTok can support product discovery, consideration, creator-led education, conversion, and direct commerce through TikTok Shop. A full-funnel strategy connects organic content, creators, paid media, affiliate activity, and commerce so each part informs the others.

What is GMV Max on TikTok?

GMV Max is an AI-powered TikTok Shop advertising solution designed to maximize gross merchandise value. It works across paid, organic, and affiliate traffic to support TikTok Shop sales.

How much should brands spend on upper-funnel TikTok marketing?

There isn’t one budget allocation that works for every brand. TikTok suggests that allocating roughly 15-20% toward upper- or mid-funnel activity can help bring new audiences into the funnel. The right allocation depends on the brand, category, growth stage, and existing demand.

Do TikTok creators need a large following?

Follower count isn’t the only way to evaluate a creator. Audience fit, engagement quality, product relevance, messaging, and conversion performance can provide a better indication of whether a creator is right for the brand.

Should eCommerce brands use TikTok Shop or drive customers to their website?

Both can play a role. TikTok Shop allows users to discover and purchase products within the platform, while web conversion campaigns can send customers to a brand’s eCommerce site or app. Brands should consider where their customers already buy, their existing eCommerce infrastructure, and how TikTok fits into the broader customer journey.

Building TikTok Growth Across the Funnel

The brands getting more from TikTok are looking at how content, creators, paid media, and commerce work together.

Creator performance can tell the paid media team which content deserves more investment. Conversion data can show the social team which messages are resonating. Upper- and mid-funnel campaigns can introduce new audiences to the brand before those people enter conversion campaigns. Sales that happen through Amazon, DTC, or retail can provide another view of TikTok’s impact.

That creates a much clearer picture of what is actually driving growth and where the next investment should go.
